Compliance requirements
The machine-readable notice contains exclusion grounds for final convictions, including participation in a criminal organisation, corruption and fraud. The bidder or its managers/representatives must not have such convictions within the last five years, unless the exclusion period stated in the judgment has already expired. If an exclusion ground exists, the bidder may provide evidence of self-cleaning. The notice also indicates that electronic evidence may be available. The full list of exclusion grounds and any detailed confirmations must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must submit the tender together with the operating lease offer and payment schedule and complete the technical description form provided by the contracting authority. The offered vehicle must comply with the technical specification, and the tender must include a description of the vehicle and the manufacturer’s official technical data in sufficient detail for the contracting authority to assess compliance. In the case of a joint tender, an authorised representative must be appointed and a power of attorney from the joint bidders must be attached. Conditional tenders are not allowed. The bidder must confirm that the tender complies with the conditions set out in the procurement documents, that equivalence has been explained where necessary, and that the required evidence has been attached. The bidder must also confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned areas.
