Compliance requirements
The machine-readable notice includes the standard exclusion grounds from the ESPD/tender documents, including criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour and other forms of human trafficking, terrorist offences, and related grounds for first-tier subcontractors during contract performance. The bidder may need to confirm these grounds and, where allowed, provide self-cleaning information. The exact list and any detailed conditions must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder’s net turnover for the last financial year ended by the start of the procurement must be at least EUR 350,000. Joint bidders may aggregate turnover. If the bidder relies on the resources of another company, the bidder must also provide that company’s details and, where required, its consent and evidence that it will be jointly liable for the relevant part of contract performance.
For technical and professional capacity, the bidder must submit a list of public road construction contracts that meet the criteria set by the contracting authority and were completed within the 60 months preceding the start of the procurement. The contracting authority may require proof that the works were performed properly, for example a confirmation from the client. The exact experience requirement and the form of evidence must be checked in the tender documents.
To ensure bid compliance, the bidder must submit the fully completed HD IV bill of quantities as an Excel file. The bidder may not change or delete the works descriptions, parameters, units of measure, quantities or other data provided by the contracting authority.
