Compliance requirements
The bidder must confirm the standard exclusion grounds in the tender documents, including convictions for participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour and other forms of human trafficking, and terrorist offences. The documents also mention self-cleaning: if an exclusion ground exists, the bidder may provide evidence of measures taken to restore reliability, where allowed by law or the tender documents. The exact exclusion grounds and any detailed confirmations should be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder’s net turnover for each of the last three completed financial years must be at least EUR 320,000. If the financial year follows the calendar year, this applies to 2025, 2024 and 2023. The bidder must provide the period, amount and currency.
To demonstrate technical and professional ability, the bidder must have properly performed at least one similar construction contract within the last 60 months. A similar contract is one that included at least 2,000 m² of luminaire installation works and involved either the installation of a new DALI lighting system or the replacement of an existing DALI system. The bidder must submit a list of contracts with the names and contact details of the contracting parties, the contract object, the closed net area and the contract period; if the contract was awarded through a public procurement procedure, also the procurement reference number. The contracting authority may request a confirmation letter from the client that the works were performed properly.
The bidder must involve a high-voltage specialist with at least Class B competence certificate or equivalent, or at least the professional certificate “Electrical Engineer Level 6” with specialisation in “Consumer electrical installations” or “Building electrical installations”, or equivalent. Primary qualifications based only on education are not considered equivalent. If the specialist’s certificate was issued outside Estonia, the bidder must also provide a document from the competent authority that issued the qualification and a confirmation from the competent Estonian authority that the foreign qualification corresponds to the required qualification.
The bidder must submit the ESPD and Form 2 application for participation in the procurement procedure. If foreign-issued professional certificates are used, the required supporting documents must be attached. If the bidder relies on the resources of another company, the necessary details about that entity must also be provided in the ESPD and the tender documents.
