Compliance requirements
The bidder and its management body members must not have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour or other forms of human trafficking. If such an exclusion ground exists, the bidder may submit evidence of self-cleaning measures where permitted.
The tender documents also provide for checks of first-tier subcontractors during contract performance. First-tier subcontractors must meet the same criminal-conviction-related exclusion grounds; second-tier and lower-tier subcontractors are not checked, and subcontractors do not have to submit the ESPD.
Qualification criteria and exclusion grounds
The bidder must submit the ESPD and a separate bid for each required lot. For Lot 1, the bidder’s net turnover in each of the last two completed financial years must be at least EUR 400,000. For Lot 2, the bidder’s net turnover in each of the last two completed financial years must be at least EUR 300,000. If the bid is submitted for several lots, the turnover must cover the sum of the relevant lots.
For Lot 1, the bidder must involve a specialist or project manager in the field of fire alarm and security systems. The required qualification is at least either the certificate “Security Systems Responsible Specialist, level 5” or equivalent, or “Security Systems Designer, level 6” or equivalent. If the certificate was issued in Estonia, the contracting authority will verify it in the public professional register. If it was issued abroad, the bidder must provide a document from the competent authority proving the qualification and a document from the competent Estonian authority confirming equivalence.
The bid must comply with all conditions set out in the tender documents. The price must be submitted separately for each lot in euros, using the required price forms and tables. The bidder must also submit Form 2, Form 3 for Lot 1, Form 4 for Lot 1, and, in the case of a joint bid, the power of attorney and joint liability confirmation under Form 8.
