Compliance requirements
The bidder and its management body members must not have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour or other forms of human trafficking. Other exclusion grounds set out in the tender may also apply. If an exclusion ground exists, the bidder may submit evidence of self-cleaning measures where permitted. Certain exclusion grounds are also checked for first-tier subcontractors during contract performance.
Qualification criteria and exclusion grounds
For lot 1, the bidder’s annual net turnover for each of the last two completed financial years must be at least EUR 400,000. For lot 2, the turnover for the same period must be at least EUR 300,000 per year. If a bid is submitted for several lots, the turnover must cover the sum of the relevant lots. The bidder must provide the 2025 and 2024 turnover figures in the ESPD.
For lot 1, the bidder must involve specialist staff or project managers. In the area of fire alarm and security systems, the specialist must hold at least the qualification certificate “Responsible specialist in security systems, level 5” or equivalent, or “Designer of security systems, level 6” or equivalent. If the certificate was issued in Estonia, the contracting authority will verify it through the public professional register and no separate document is needed. If the certificate was issued outside Estonia, the bidder must submit a document proving the qualification and a document from the competent Estonian authority confirming that the foreign qualification corresponds to the qualification required by the contracting authority.
The bid must be prepared in line with all conditions set out in the tender documents. The bidder must submit the participation application in Form 2, information on subcontractors, and a list of documents protected as trade secrets with reasons for that designation. The bid price must be submitted separately for each lot in euros both in the eRHR worksheet and in Form 3. In the case of a joint bid, an authorised representative must be appointed and a power of attorney and confirmation of joint and several liability must be submitted in Form 8.
