Compliance requirements
The bidder, its managers, or persons with representation rights must not have been finally convicted within the last five years of participation in a criminal organisation, corruption, fraud, terrorist offences or offences related to terrorist activity, money laundering or terrorist financing, child labour, or other forms of human trafficking.
The bidder must also confirm compliance with tax payment obligations. If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures where this is allowed.
Qualification criteria and exclusion grounds
The bidder’s team must include at least one qualified specialist: a road engineer, level 6, with the profession of construction management. A responsible person with this qualification, or equivalent competence, must be involved in performing the contract.
If the bidder relies on a specialist from another company, that specialist must actually perform the relevant work, and the bid must include a written confirmation from the other company that the specialist is available, may be used, and will personally perform the work. If reliance is placed on a natural person, an ESPD for that person must be submitted.
The bid must comply with all requirements set out in the tender documents. Conditional bids are not permitted. The bid price must be submitted according to the required structure, and the price table must also be attached.
