Compliance requirements
The bidder must confirm the mandatory exclusion grounds in the tender documents, including convictions related to participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and other listed grounds. The machine-readable notice did not include the full precise list in a compact form, so the official tender documents must be checked for the exact wording and any self-cleaning possibilities.
Qualification criteria and exclusion grounds
The bidder must be registered in the commercial register in accordance with the laws of its country of establishment. The contracting authority checks this itself.
Financially, the bidder’s average annual turnover for the period 01/01/2022–31/12/2025 must be at least EUR 100,000.
For technical and professional capacity, the bidder must have properly provided passenger transport services for persons with disabilities under at least 2 contracts during the previous 36 months. A list of those contracts must be submitted, showing the service description and volume, the period of performance, and the client’s name and contact details.
The bidder must also hold a valid operating licence required for passenger transport services and have the necessary vehicles for service delivery. The contracting authority checks the licence itself.
The bid must comply with the tender documents, and conditional bids are not allowed. In the case of a joint bid, a power of attorney for the joint bidders must be included. The bid price must be submitted in the required structure in the worksheet "Award criteria and evaluated indicators".
