Compliance requirements
The bidder must confirm the mandatory exclusion grounds, including no final conviction in the last five years for participation in a criminal organisation, corruption or fraud, unless the exclusion period has already expired. If an exclusion ground exists, the bidder may need to show self-cleaning measures, where allowed by the procurement rules or tender documents. The machine-readable notice did not include the full list of exclusion grounds, so the official tender documents must be checked.
Qualification criteria and exclusion grounds
The bidder’s net turnover for the last financial year ended by the start of the procurement must be at least EUR 300,000. Joint bidders may aggregate turnover. If the bidder relies on the resources of another company, the details of that company and, where required, the consent and evidence requested by the contracting authority must also be provided. For technical and professional capacity, the bidder must have properly performed at least one contract for the design of a public road construction project within the 36 months preceding the start of the procurement. The bidder must provide a list of such contracts and, on request, a client confirmation that the work was performed properly and that the project was prepared. If the bidder relies on another company’s capabilities, the details of that company and the consent requested by the contracting authority must also be provided. To ensure bid compliance, the bidder must submit the fully completed work and work-part handover and payment schedule as an Excel file, and must confirm acceptance of all conditions set out in the contract notice and tender documents. If exact form or evidence requirements matter, they must be checked in the tender documents.
