Compliance requirements
The tender documents list the usual exclusion grounds, including convictions for participation in a criminal organisation, corruption, fraud and other mandatory exclusion situations. If an exclusion ground applies, the bidder may be allowed to show self-cleaning measures where the procurement rules permit it. The machine-readable notice did not include the full exclusion list, so the exact grounds must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must be registered in the commercial register of its country of establishment and, if required, provide proof of registration. The average annual net turnover from road construction or reconstruction works over the last three years must be at least EUR 150,000 per year excluding VAT. The bidder must have carried out similar road construction or reconstruction works in each of the last three years and must submit, using Form 3, a list of at least 3 completed contracts with their value, dates and the other contracting parties. The bid must be submitted in the structure required by the procurement documents, and conditional bids are not allowed. In the case of a joint bid, a power of attorney for the joint bidders must be attached. The machine-readable notice did not include any other precise qualification or compliance requirements; these must be checked in the tender documents.
