Compliance requirements
The bidder and its management, representation or supervisory body members must not have been finally convicted in the last 5 years of participation in a criminal organisation, corruption, fraud, terrorist offences or other exclusion grounds mentioned in the notice. If such a ground exists, the bidder may submit evidence of self-cleaning measures where this is allowed. The machine-readable notice did not include all precise exclusion grounds; these must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must be registered in the commercial register. The bidder’s average annual turnover for 01.01.2023–31.12.2025 must be at least EUR 500,000. The bidder must submit at least 2 properly performed contracts from the last 3 years relating to pressure equipment works; for each contract, the customer’s name and contact details, a description of the contract subject, the performance period and the contract value must be shown. The tender must comply with the procurement documents. The offered medicines must be registered in the Estonian Medicines Agency database, and the bidder must provide copies proving the registration. The bidder must hold a licence for the sale or manufacture of medicines with the marking for medicinal gases. The bidder must be registered in the Economic Activities Register in the field of pressure equipment works. In a joint tender, an authorised representative must be appointed and a power of attorney from the joint bidders must be attached. If the bidder’s right of representation does not appear from the register, a certificate issued in the bidder’s country of establishment or a power of attorney must be provided.
