Compliance requirements
The machine-readable notice includes the standard exclusion grounds for criminal organisation participation, corruption, fraud, money laundering or terrorist financing, child labour and other forms of human trafficking, and terrorist offences. The bidder must confirm whether any of these grounds apply to the company, its management or authorised representatives, and may need to provide the conviction date, reason, convicted person, exclusion period, self-cleaning measures and supporting evidence. The notice also refers to subcontractor checks at the contract performance stage, but those are additional execution-stage controls, not the bidder’s main exclusion grounds. If a ground applies, the bidder should check the official tender documents for the exact self-cleaning and evidence requirements.
Qualification criteria and exclusion grounds
The bidder must have personally or as the main contractor completed at least 2 construction contracts in the 60 months before the start of the procurement, involving renovation works on timber façade windows. The total value of those works must be at least EUR 70,000 excluding VAT. The bidder must provide a list of such contracts and, on request, evidence that the works were carried out properly.
The project manager responsible for organising the construction works must hold a professional qualification as a construction engineer, level 7, with specialisation in construction management or management of construction activities, or an equivalent qualification. By the bid submission deadline, the bidder must submit an initial confirmation of compliance and the name and personal identification code of the responsible person. The contracting authority will verify the qualification in the professional register and may request a copy of the qualification certificate.
The bid must be submitted only after inspection of the contract performance site, and the contracting authority’s written confirmation of that inspection must be attached. The bidder must also submit the bid price unit table in the required format. Conditional bids are not allowed, and the bidder must confirm that the bid complies with the tender documents and that, where necessary, equivalence has been explained and supporting evidence attached.
