Compliance requirements

The bidder will be excluded if any exclusion ground under Section 95(1) of the Public Procurement Act applies. The contracting authority may also exclude a bidder that has seriously or repeatedly breached essential terms of a previous contract so that the contract was withdrawn, terminated, the price was reduced, damages were paid, or a penalty was imposed. The bidder must confirm whether any exclusion ground applies and whether there has been any early termination of a previous contract or related damages/sanctions.

Qualification criteria and exclusion grounds

The bidder must have performed, within the 36 months before the contract notice was published, a similar framework agreement worth at least EUR 15,000. A similar contract means a contract covering pressure washing of tanks, pools or pump rooms and emptying septic tanks in pumping stations and/or technical facilities. On request, the bidder must provide proof of performance. The bidder must submit the contract conclusion and performance dates, contract value, a short description of the service, and the other party’s details; for public procurement, the reference number must also be shown. To perform the service, the bidder must have the necessary equipment or the right to use it, and the equipment must be technically sound, properly maintained and compliant with safety and environmental requirements. At minimum, the following equipment is required: a hot-water washer, a super suction unit, three high-pressure pumps with capacities of at least 1000 bar / 90 l/min, 1100 bar / 180 l/min and 2000 bar / 25 l/min, a vacuum truck with at least 13 m³ capacity meeting ADR requirements, a combined vacuum truck that can vacuum and high-pressure wash at the same time, and a vacuum excavator. The bid must include the manufacturer’s technical description of the equipment and a description of how the service will be delivered. If the bidder relies on another undertaking’s resources, the relevant consent must be submitted. In the case of a joint bid, the joint bidders’ power of attorney must be attached. The bid price must be submitted in euros excluding VAT and in the prescribed structure.
