Compliance requirements

The machine-readable notice states that the bidder must not have tax arrears and must not be subject to insolvency proceedings. For foreign bidders, the required information must be provided on request or as part of the offer. Qualification criteria and exclusion grounds

The bidder’s average sales revenue for the three financial years 2023–2025 must be at least EUR 438,000 per year. If the bidder is not an Estonian company, it must submit a signed copy of its annual accounts or similar documents to prove this. The bidder must also have at least 3 years of experience in the production and/or supply of construction or earthmoving machinery, including crawler excavators, and in supporting commissioning, during the 36 months before the publication of the tender. For the technical offer, the bidder must submit the technical data table for the offered equipment, a delivery schedule and warranty terms. If the bidder is a joint bid, a joint-authorisation document must be added.
