Compliance requirements
The machine-readable notice lists the standard exclusion grounds: participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, child labour and other forms of human trafficking. For each ground, the bidder must confirm whether the bidder or its managers, legal representatives or supervisory body members have been finally convicted within the last five years, or whether the exclusion period still applies. If an exclusion ground exists, the bidder may explain self-cleaning measures where allowed. The notice also requires confirmation that no subcontractor subject to replacement under the Public Procurement Act will be used. Qualification criteria and exclusion grounds
The machine-readable notice includes a qualification requirement for technical and professional ability. The bidder’s team must include an Construction Manager, level 6, or Construction Engineer, level 6, or an equivalent qualification. The specialization must be general construction or building construction, and the professional field must be construction management or management of construction activities. A higher-level competent person is also acceptable. For works beyond the person’s competence, the contractor must involve a suitably qualified person and perform the contract under that person’s guidance and responsibility. The bidder must provide the responsible person’s name, qualification and professional certificate number in the tenderer profile, and on request copies of the relevant certificates, education documents and consent letters. If the bidder relies on another company’s resources to prove compliance, the bidder must also submit the profile for that company.
