Compliance requirements
The bidder must confirm that neither it nor its management, administrative or supervisory body members, nor persons with representation powers, have been convicted within the last five years for participation in a criminal organisation, corruption, fraud, or other exclusion grounds mentioned in the notice. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not set out all exclusion grounds in full; the remaining grounds must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must submit a design concept that complies with the competition conditions and is written in Estonian. The concept must be anonymous, unencrypted, include the required documents, and be prepared so that the contracting authority can assess compliance. The bidder must have the intellectual property rights needed to implement the concept and the authors’ consent for implementation and public presentation. The team must include at least one concept author with a valid authorised architect or authorised landscape architect qualification; for an Estonian resident author, the qualification must be level 7 or higher. The participant must provide the author’s name and qualification details and, if requested, a copy of the register entry or professional certificate. In addition, the notice requires a project manager, architect, landscape architect, road designer, structural designer, person responsible for electrical works, responsible designer for water and sewerage facilities, designer of wells/chambers, and a specialist responsible for district heating pipeline design with the relevant professional qualifications. The exact list of required competences and any equivalent qualifications should be checked in the tender documents if needed.
