Compliance requirements
The bidder must not be subject to the exclusion grounds set out in § 95(1)(1–5) and § 95(4)(12) of the Estonian Public Procurement Act. The bidder must confirm the absence of these grounds in the public procurement register. If the company has other persons authorised to represent it, make decisions on its behalf or control it, and these persons are not visible on the commercial register card, the bidder must provide their name and personal identification code, or confirm that no such persons exist.
Qualification criteria and exclusion grounds
The bidder’s total turnover for each of the last three completed financial years must be at least EUR 140,000 per year. If the bidder relies on another entity’s resources to prove turnover, the relevant consent and, if needed, supporting documents must be submitted. In a joint bid, information must be provided on the size and nature of the part of the contract to be performed by each joint bidder. To prove technical and professional capability, the bidder must have performed up to 2 contracts in the last 36 months under which at least 2 fully electric counterbalance forklifts were sold and maintained in total. A list of those contracts must be submitted, including the contract value, signing dates, contact details of the other contracting party and procurement reference numbers, if available. The bid must also include the forklift’s technical description, descriptions of regular maintenance work and maintenance intervals, Estonian user and safety manuals, confirmation from the manufacturer that the bidder is an official partner and authorised to sell the forklift in Estonia, and the requirements for safe charging and use of the lithium-ion battery.
