The bidder must be registered in the Estonian Business Register or a similar register in its country of establishment; bidders registered outside Estonia must provide a certificate from the relevant authority. The contracting authority will exclude any bidder with tax, payment or environmental charge arrears, or with tax or social security contribution arrears under the law of the bidder’s country of establishment. If tax arrears are identified, the contracting authority may grant a deadline for payment or rescheduling of the debt.

The bidder must be the manufacturer of the offered fiber laser cutting machine, the manufacturer’s official representative or an authorised reseller, and must provide a written confirmation from the manufacturer. The bidder’s net turnover for the last three financial years (2023–2025) must be at least EUR 250,000 per year; if this is not visible in the commercial register or the bidder is not a company registered in Estonia, additional documentary evidence must be submitted. Within the last three years before the publication date of the tender notice, the bidder must have delivered and successfully installed at least five closed-type fiber laser cutting machines with a cutting table size of at least 3 x 1.5 m, and must submit a list of relevant completed contracts showing the equipment description, customer name and delivery date. The bidder must also confirm the ability to provide remote support within 3 hours and an on-site technician within 24 hours on working days from 8:00 to 17:00. The bid must be submitted as a complete price offer or list of work volumes, together with the equipment specification and the technical compliance form.
