Compliance requirements
The machine-readable notice included the standard exclusion grounds from the ESPD, including participation in a criminal organisation, corruption, fraud, terrorist offences and related offences, with self-cleaning options where applicable. The exact full list and any additional exclusion grounds must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must have completed at least 3 similar service contracts during the 36 months before the start of the procurement. A similar service means transporting motor vehicles, including mopeds, electric cars, off-road vehicles, robot vehicles and vehicles with a design speed below 6 km/h, on a tow truck and moving them to a guarded storage location. The bidder must provide a confirmation in the ESPD and may submit a list of completed contracts with their value, dates and the other contracting party’s details. The bid must include a cost breakdown on the contracting authority’s form. To perform the service, the bidder must have at least 2 tow trucks: one capable of moving a vehicle with a gross weight of up to 3,500 kg and one capable of moving a vehicle with a gross weight of up to 40,000 kg. If the tow trucks are not owned by the bidder, a confirmation from the other company allowing their use must also be provided. The bid must include a 24/7 phone number for ordering vehicle towing services. In the case of a joint bid, a power of attorney from the joint bidders must be submitted. The bidder must confirm that the bid complies with the procurement documents and Annex 1 technical specification, that no conditional bid is submitted, and that subcontractors or suppliers from the Russian Federation or linked to them are not involved for more than 10% of the contract value.
