The machine-readable notice includes the usual exclusion grounds: participation in a criminal organisation, corruption, fraud and other conviction-based grounds under the Public Procurement Act. For these grounds, the bidder must confirm whether the ground applies and, where relevant, provide evidence of self-cleaning. If the information is available electronically, a reference or code must also be provided. The exact list and wording must be checked in the tender documents.

Within the 36 months before the start of the procurement, the bidder must have provided, under at least one contract, eDiary or an equivalent learning information system service worth at least EUR 6,000. A list of contracts must be submitted with the value, dates, client details and contact information, and, in the case of public procurement, the reference numbers. In addition, the bidder must have at least one developer or an equivalent specialist with at least 3 years of experience in developing or further developing the relevant system. The bid must comply with the tender documents, conditional bids are not allowed, the bid price must be entered in the required structure, and in the case of a joint bid a power of attorney must be included. Business secrets and sanctions-related confirmations must also be provided in accordance with the tender documents.
