Interior and exterior cleaning of RMK buildings

The bidder must confirm the standard exclusion grounds: participation in a criminal organisation, corruption, fraud, terrorist offences or offences linked to terrorist activities, money laundering or terrorist financing, and any other mandatory exclusion grounds set out in the tender documents. If any ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The tender documents also include sanctions-related confirmations: the offered goods must not be subject to international sanctions or originate from sanctioned areas, and subcontractors or suppliers linked to the Russian Federation may not account for more than 10% of the contract value. The exact exclusion grounds and confirmations must be checked in the tender documents.

The bidder must have completed at least 2 cleaning service contracts in the last 36 months, each worth at least EUR 20,000 excluding VAT. At least one submitted reference contract must have involved cleaning agents carrying the EU Ecolabel for hard-surface cleaners or another Type I ecolabel under EN ISO 14024 officially recognised in the European Union. A list of completed reference contracts must be submitted, including the contract period, value, and the client contact person’s phone number and email address; the service type and which contract used ecolabelled cleaning agents must also be indicated. The bid must fully comply with the tender documents, and the additional works price list form must be completed for each lot. In the case of a joint bid, an authorised representative must be named and a power of attorney from the joint bidders must be attached.
