Compliance requirements
The bidder must confirm that neither it nor its management, administrative or supervisory body members, procurists or other authorised representatives have, within the last five years, been finally convicted for participation in a criminal organisation, corruption, fraud, terrorist offences or offences related to terrorist activities, money laundering or terrorist financing, or any other exclusion grounds listed in the tender passport. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not include the full exclusion grounds; they must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must hold a security service operating licence in its country of establishment. To demonstrate technical and professional capacity, the bidder must have performed at least 1 similar guarding service contract during the 36 months preceding the start of the procurement, with a value of at least EUR 50,000 excluding VAT. The bidder must provide the contract description, value, signing dates, other contracting parties and, in public procurement cases, the reference number. If the bidder relies on a joint bid, a power of attorney from the joint bidders must be submitted. The tender must comply with point 3 of the technical specification, and conditional tenders are not allowed.
