Compliance requirements
The bidder must confirm that neither it nor its management body members have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences or offences related to terrorist activity, money laundering or terrorist financing, child labour, or human trafficking. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The exact list of exclusion grounds should be checked in the tender documents if needed.
Qualification criteria and exclusion grounds
The bidder must have financial resources of at least EUR 100,000 available to perform the contract. A confirmation must be provided in the ESPD, and upon request the bidder must submit a bank statement or another suitable proof, such as a guarantee from a credit or financial institution or an insurer. For technical and professional capacity, the bidder must have completed at least 2 catering service contracts during the 36 months before the start of the procurement, each worth at least EUR 250,000 excluding VAT. An ongoing contract may also be counted if at least EUR 250,000 of it has been performed. The ESPD must include the contract details, including value, signing dates, the other contracting parties and, for public procurement contracts, the procurement reference numbers. Upon request, the bidder must provide client confirmation letters. The tender must comply with all conditions set out in the procurement documents, and conditional tenders are not allowed.
