Summary

The tender concerns the purchase of electricity for Aktsiaselts Tallinna Linnatransport's consumption points from 1 January 2027. The estimated annual volume is about 25,000 MWh, but this is only indicative. The contracting authority will buy 100% renewable electricity, priced at the hourly Estonian Nord Pool market price plus the supplier's margin. Compliance requirements

The bidder and its management body members are checked against the usual exclusion grounds, including participation in a criminal organisation, corruption, fraud, and offences related to terrorist acts or terrorist activities. The ESPD contains 28 exclusion-ground questions. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures, where permitted. The exact exclusion grounds and their scope must be checked in the ESPD and the tender documents.

Qualification criteria and exclusion grounds

The bidder must meet the qualification requirements set out in the tender documents. In particular, the bidder's net turnover in the electricity sales sector for each of the last three completed financial years before the start of the procurement (presumably 2023, 2024 and 2025) must have been at least EUR 2,500,000 excluding VAT. The bidder must also have performed at least 3 electricity sales contracts in the 36 months before the start of the procurement, each with a value of at least EUR 500,000 excluding VAT. The bidder must provide the contract descriptions, values, contract periods and information on the other contracting parties in the ESPD. If a contract was awarded through public procurement, the procurement reference number must also be provided. For joint bidders, a power of attorney, each joint bidder's ESPD and free-form information on the share and nature of each party's performance must be submitted. If the bidder relies on another entity's resources, the required consent, that entity's ESPD and proof that the entity has no exclusion grounds and meets the relied-upon qualification requirements must be submitted. The bidder must also submit proof of representation authority; non-Estonian bidders must provide an officially certified extract from the home-country register with an Estonian translation.
