Compliance requirements
The machine-readable notice included the standard exclusion grounds for criminal organisation, corruption and other mandatory exclusion grounds under the tender passport. If an exclusion ground applies, the bidder may submit evidence of self-cleaning where allowed. The exact full list and any additional details must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must have filed a business activity notice or hold the relevant registration or licence for fire safety installation and maintenance, or for fire safety design, construction and maintenance. If the bidder is not established in Estonia, it must provide a certificate from the competent authority in its country of establishment confirming the registration or licence. The tender must be submitted electronically through eRHR, in Estonian, and in the required format. The bid price must follow the required structure, be given to two decimal places, and cover all costs needed to perform the works. If the bidder participates in a joint tender, a power of attorney for the joint bidders must be attached. If subcontracting is used, the required subcontractor information must be provided in the form set out in Annex 3. The bidder must also confirm compliance of the bid and, where relevant, equivalence and supporting evidence or explanations.
