Compliance requirements
The machine-readable notice contains exclusion grounds based on criminal convictions, corruption, money laundering or terrorist financing, child labour and other forms of human trafficking, participation in a criminal organisation, terrorist offences, fraud, and related grounds for first-tier subcontractors. The bidder must confirm the absence of these grounds and, where applicable, may provide evidence of self-cleaning. Precise exclusion grounds and any recovery/self-cleaning details must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must involve a project manager in direct performance of the contract who holds Construction Manager, level 6, in general construction or an equivalent qualification. On request, the successful bidder must submit the project manager’s CV in the format of Annex 2 Form 3, and the ESPD must include the project manager’s name, qualification, document number, issue date and issuer. The bidder must also have, within the 60 months before the start of the procurement, completed as main contractor at least one contract for construction works on a building with a similar intended use and a closed net floor area of at least 70 m2. Similar works include construction of residential buildings, welfare and dormitory buildings, accommodation and catering buildings, industrial and warehouse buildings, and entertainment, educational, healthcare and other public buildings. Similar building works also include erection, extension, reconstruction and repair as main contractor. The machine-readable notice did not include any more precise qualification or compliance requirements; these must be checked in the tender documents.
