Qualification criteria and exclusion grounds
The machine-readable notice does not provide precise qualification or suitability requirements beyond the compliance and declaration forms. The bidder must confirm that its tender complies with the tender documents, that the technical description is met, and that the offer is unconditional. The bidder must submit a tender matching the technical description and an informative price table for the asset components. The bidder must also indicate any trade secrets, confirm that the offered goods are not subject to international sanctions and do not come from sanctioned regions, and confirm that it will not use subcontractors or suppliers exceeding 10% of the contract value who are Russian nationals, residents, or entities established in the Russian Federation, or entities owned over 50% by them, or acting on their instructions. If the bid is joint, a joint-bidders power of attorney must be attached. Any further precise requirements must be checked in the official tender documents.
