Compliance requirements
The bidder must confirm that neither it nor members of its management, governing or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences or offences related to terrorist activity, money laundering or terrorist financing. Where applicable, evidence of self-cleaning measures must be provided. The machine-readable notice did not set out all exclusion grounds in full; the remaining grounds must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder’s net turnover in the parking management services sector for the last 3 financial years (2023–2025) must be at least EUR 40,000 per year. In addition, the bidder must have completed at least 1 paid parking service management contract during the 36 months before the start of the procurement, continuously for at least 18 months, during which at least 50 B-category parking spaces were operated in total. A list of contracts must be submitted, including the names of the car parks, dates, number of spaces and the client contact details. The tender must comply with the tender documents, and conditional tenders are not allowed. In the case of a joint tender, a power of attorney for the joint tenderers’ representative must be submitted. The tender price must be provided as the total rent for one calendar month, based on a price in euros excluding VAT.
