Compliance requirements

The tender documents include the standard exclusion grounds under Estonian public procurement law, including convictions for participation in a criminal organisation, corruption, fraud and other mandatory exclusion grounds. Qualification criteria and exclusion grounds

The bidder must have an annual turnover of at least EUR 70,000 in each of the last three financial years preceding the start of the procurement. If requested, the bidder must provide annual accounts or other turnover evidence if it is not available from an electronic register. Within the 36 months before the start of the procurement, the bidder must have completed at least three contracts or orders equivalent to the subject matter of the tender. A contract for creating and implementing an information campaign is considered equivalent. The bid must include descriptions, values, dates and the other contracting parties; the contracting authority may request additional explanations or evidence. In the case of a joint bid, a power of attorney for the joint bidders must be submitted and the share of work performed by each joint bidder must be indicated. If the bid is submitted by an authorised representative, a power of attorney must be attached. The bid must comply with the tender documents, be prepared in Estonian, and equivalent solutions must be explained and supported by evidence where necessary.
