Compliance requirements
Mandatory exclusion grounds: the bidder is excluded if it or a member of its management, supervisory or representative body has been convicted of participation in a criminal organisation, corruption, fraud, a terrorist offence, money laundering, financing of terrorism, illegal use of child labour, human trafficking, or another similar serious offence, or if it has tax, duty or environmental charge arrears, or social security contribution arrears under the law of its country of establishment. The contracting authority may also exclude a bidder that has seriously or repeatedly breached essential terms of a previous public contract, or that has provided false information about qualification or failed to submit required information or documents. The bidder must confirm that its place of residence or establishment is not in the Russian Federation or the Republic of Belarus. It must also confirm that the materials, equipment and goods used in the works, including components, are not produced in or originating from the Russian Federation or the Republic of Belarus; the contracting authority may request certificates of origin.
Qualification criteria and exclusion grounds
The bidder must have, during the 60 months before the start of the procurement, at least three properly completed electrical construction contracts similar to the contract subject matter, including at least one contract worth at least EUR 40,000 excluding VAT. The bidder must submit a list of the contracts with the performance period, details of the other contracting party (including the client representative’s contact details, phone number and email address), and, in public procurement cases, the reference numbers. The contracting authority may request evidence of proper performance of the similar electrical construction contracts. The team must also include a person with valid switching authorisations registered in Elektrilevi’s partner portal before the bid deadline, a person appointed as responsible for the work operation, and a leading electrician with valid A-competence and/or a qualification corresponding to at least level 6, who has the relevant proof at the time of bid submission and is registered in the partner portal before the deadline. The bid must include the price table and all unit price fields must be completed. The bidder must provide the names, job titles and contact details of the person(s) signing the contract and the contact person for contract performance; if the right of representation does not arise from the articles of association, a power of attorney must be included. The bidder must confirm that it chooses the contracting authority’s standard payment term unless it has joined the factoring programme. If the bid contains trade secrets, they must be briefly described and justified; the bid price and other numerical indicators related to bid evaluation may not be marked as trade secrets.
