Summary

The tender concerns the reconstruction of sections of the district heating pipeline in Narva. The bidder must be registered in the commercial register or an equivalent register in its home country, and foreign bidders must provide a valid registration certificate. The bidder or its subcontractor must have built and/or reconstructed at least 1 km of pre-insulated heating pipeline in the last 60 months, including at least one pipeline construction or reconstruction project with a diameter of at least DN 200 mm. The bidder must submit a list of similar works on form 2, including the time, place, client contact details and scope of work. The works must have been carried out under contract and good construction practice, and must be completed and accepted by the client. The bidder must have a competent team for performance of the works, including a welding coordinator with certification according to EVS-EN ISO 14731 or EN1091; at least two welders certified according to EVS-EN ISO 96061 for welding process 111; a project manager with at least a Level 7 certified thermal energy engineer qualification; a site manager with at least a Level 6 thermal energy engineer qualification; and at least two specialists for soldering/installation of pre-insulated pipe joint sleeves with valid training certificates issued by the Estonian Association of Power Plants and District Heating or an equivalent body. Form 3 and copies of qualification and competence documents must be submitted. Foreign bidders or their foreign subcontractors must provide equivalent home-country documents and a confirmation that they will submit, within one month after contract signature, the confirmation issued by the Consumer Protection and Technical Regulatory Authority regarding the responsible person's qualification and competence. If subcontracting is planned, form 4 and information on the size and nature of the subcontracted part must be submitted. The bidder and/or its subcontractor must have an ISO 9001 or equivalent quality management system and provide evidence of it.

Compliance requirements

The bidder must confirm that none of the exclusion grounds listed in Section 95(1), points 1–5 of the Public Procurement Act apply to it. These include convictions for participation in a criminal organisation, corruption, fraud, terrorism, money laundering, illegal use of child labour or human trafficking, as well as tax debts or sanctions violations. The bidder must also confirm that it will not use a subcontractor in performance of the contract who would have to be replaced under Section 122(7) of the Public Procurement Act.

Qualification criteria and exclusion grounds

The bidder must be registered in the commercial register or another equivalent register in its home country, if required by the laws of that country. For bidders registered in Estonia, the contracting authority will check the data itself; foreign bidders must submit a copy of a valid registration certificate. The bidder or its subcontractor must have built and/or reconstructed a total of at least 1 km of pre-insulated heating pipeline during the 60 months preceding the start of the procurement. This must include at least one pipeline construction or reconstruction project with a pipeline diameter of at least DN 200 mm. Similar work includes underground installation of steel pre-insulated district heating pipeline. The bidder must submit a list of similar works carried out during the last 60 months, showing the time and place of performance, the client’s contact details and the scope of work. The list must be submitted on form 2. The works must have been carried out in accordance with the contract and good construction practice, and must be completed and accepted by the client. For performance of the works, the bidder must have a competent team that participates personally and directly in contract performance. The team must include a welding coordinator certified to EVS-EN ISO 14731 or EN1091; at least two welders certified to EVS-EN ISO 96061 for welding process 111; a project manager with at least a Level 7 certified thermal energy engineer qualification; a site manager with at least a Level 6 thermal energy engineer qualification; and at least 2 specialists for soldering/installation of pre-insulated pipe joint sleeves with valid training certificates issued by the Estonian Association of Power Plants and District Heating or an equivalent body. The bidder must submit form 3 and copies of documents proving the qualifications and competence. A foreign bidder or its foreign subcontractor must submit the corresponding home-country documents and a confirmation that, within one month after signing the contract, it will submit the confirmation issued by the Consumer Protection and Technical Regulatory Authority regarding the responsible person's qualification and competence. If the bidder intends to use subcontracting, it must submit form 4 and information on the size and nature of the subcontracted part. The bidder and/or its subcontractor must have an ISO 9001 or equivalent quality management system and provide evidence of compliance.
