The bidder must confirm the standard exclusion grounds: no convictions for organised crime, corruption, fraud, terrorism-related offences, money laundering or terrorist financing; no illegal employment-related offences; no child labour or human trafficking offences; no tax, social security or environmental charge arrears; and no conflict with international or Government sanctions. The notice also allows exclusion for serious breaches of labour, social or environmental obligations, bankruptcy or liquidation, serious professional misconduct, competition-law infringements, conflicts of interest, false information, and other grounds listed in the procurement rules. The bidder must submit a prescribed confirmation that the exclusion grounds do not apply, and if it relies on another company’s resources, the same confirmation must also be provided for that entity.

The bidder must show experience from 1 January 2023 until the date the contract notice was published in the public procurement register by either: 1) teaching a level-based curriculum for a carpenter or woodworking machine operator, or 2) delivering group training for carpenters or woodworking machine operators for a total of at least 300 contact teaching hours. The bidder must submit the prescribed qualification data form and indicate in it if it relies on another entity’s resources to meet the qualification requirement. The machine-readable notice did not include any more precise qualification requirements; these must be checked in the tender documents.
