Compliance requirements
The bidder must confirm the standard exclusion grounds, including no final convictions in the last 5 years for participation in a criminal organisation, corruption, money laundering or terrorist financing, child labour or other forms of human trafficking, and related terrorist offences. The bidder must also confirm that it is not subject to an exclusion period from such convictions, and that it has taken self-cleaning measures where applicable. The tender documents also require confirmation that the bidder does not use a subcontractor who would have to be replaced under the relevant law, and that the offered goods are not subject to international sanctions or originating from sanctioned areas. Precise exclusion grounds and confirmations must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must be registered in the Estonian Commercial Register or in the commercial register of its country of establishment. The bidder must have an economic activity notice in the register of economic activities for the activity area "Design" with the activity type "indoor climate systems" and for the activity area "Construction" with the activity type "indoor climate systems". The average annual turnover in the field covered by the contract must be at least EUR 180,000 over the last 3 financial years. The bidder must have completed at least 3 similar projects: ventilation system design and construction works or construction works as the main contractor. The bidder must submit reference project names and the client representative’s name and contact details, and on request a confirmation from the client that the works were completed on time and properly. The tender documents also require the bidder to carry out the ventilation system design and construction works itself without subcontracting, except for finishing works.
