Compliance requirements
The machine-readable notice listed the exclusion grounds in general terms: participation in a criminal organisation, corruption, fraud and other criminal conviction grounds provided by law are checked. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The exact exclusion grounds and any exceptions must be checked in the tender documents.
Qualification criteria and exclusion grounds
The machine-readable notice did not include precise qualification or suitability criteria; these must be checked in the tender documents. As compliance conditions, a joint bid must include a power of attorney for the joint bidders, the bidder must confirm acceptance of the tender conditions and compliance with the tender documents, the bid price must be submitted in the required structure, and where relevant equivalence must be explained and supporting evidence attached. There is also a participation restriction: only bidders established in Estonia, another EU Member State or another EEA contracting state may participate.
