Compliance requirements
The machine-readable notice included exclusion grounds for criminal organisation participation, corruption, money laundering or terrorist financing, child labour and other forms of human trafficking, and terrorist offences. The bidder or its management, administrative or supervisory body members, or authorised representatives must confirm that none of these grounds apply. Where applicable, the bidder may provide evidence of self-cleaning. Precise exclusion details must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder’s average annual turnover for the financial years ending before the start of the last three procurement procedures must be at least EUR 400,000. The bidder must provide in the ESPD the details of the project manager and site manager and evidence of their qualifications. Both responsible persons must have at least construction engineer, level 6, or an equivalent professional qualification. The contracting authority checks the validity of the professional certificate on the website of the Estonian Qualifications Authority.
