The machine-readable notice included exclusion grounds for criminal organisation participation, corruption, fraud and other standard mandatory exclusion grounds. The bidder must confirm whether any such ground applies to the company, its management or supervisory body members, or authorised representatives. If an exclusion ground exists, the bidder may provide evidence of self-cleaning where allowed. The notice also includes confirmations regarding tax and social security payments and sanctions-related restrictions.

The machine-readable notice did not include precise qualification, suitability or compliance criteria; these must be checked in the tender documents. The compliance conditions state that the bid must match the technical specification, all offered products must bear the CE mark and comply with MDR 2017/745, the bid must include the manufacturer’s technical documentation and one sterile sample set for each offered product, and the offered products must have a local product representative in Estonia who speaks Estonian.
