Compliance requirements
By submitting the tender, the bidder confirms acceptance of all conditions set out in the procurement documents. Conditional tenders are not allowed. The notice also requires a confirmation that no subcontractor subject to replacement under Section 122(7) of the Public Procurement Act will be used.
Qualification criteria and exclusion grounds
The bidder must show an average net turnover in the construction sector of at least EUR 700,000 per year based on the last completed financial year before the start of the procurement. If the bidder has operated for less than three years, the arithmetic average turnover over the operating period must also be at least EUR 700,000 per year. If turnover cannot be verified from the commercial register, relevant evidence must be provided on the contracting authority’s request.
Within the last 60 months before the start of the procurement, the bidder must have completed at least one roofed manure storage facility as the main contractor, with a building footprint of at least 900 m². The bidder must provide the project name, the client’s and representative’s contact details, the project value excluding VAT, and the net area.
The bidder must involve a project manager to directly manage, coordinate and supervise the construction process. The project manager must have at least professional qualification level 7. If the qualification is not available in the professional register, the bidder must provide, on request, a copy of the document proving the qualification, education or equivalent.
The bidder must have a valid entry in the economic activities register for construction activities, authorising the works covered by this procurement.
The bidder must confirm that the tender complies with the procurement documents, that no conditional tender has been submitted, and that equivalence has been explained and supporting evidence attached where necessary. In the case of a joint tender, a power of attorney for the joint bidders must be submitted. If the bidder relies on another entity’s resources, the details of that entity and its consent must also be provided.
