Compliance requirements
The exclusion grounds include at least participation in a criminal organisation, corruption, fraud and the other mandatory exclusion grounds listed in the ESPD. The bidder must provide yes/no confirmations on these grounds and, where applicable, evidence of self-cleaning measures to restore reliability. If an exclusion ground applies, the bidder must also check the possibility of remediation set out in the tender documents and any electronically available evidence.
Qualification criteria and exclusion grounds
The bidder’s total turnover for the last three years, i.e. 2023–2025, must amount to at least EUR 1,000,000 in total, and evidence must be provided in accordance with the tender form. Before construction starts, the contractor must at its own expense conclude a construction all-risk insurance policy with a compensation limit at least equal to the contract price including VAT and a deductible of no more than EUR 30,000, and a third-party liability insurance policy with a minimum compensation limit of EUR 150,000 and a deductible of no more than EUR 15,000. The team must include a responsible design specialist, i.e. a diploma-level water supply and sewerage engineer, level 7, or equivalent; a construction project manager with at least 3 years’ experience in pipeline or stormwater/drainage system construction and at least one experience in excavation works on public roads and restoration of surfaces; a site manager with at least 1–2 years’ experience in managing pipeline or ditch works; and a person responsible for temporary traffic management with valid competence to plan and implement temporary traffic arrangements. The bidder must confirm in the ESPD the availability of the required specialists and provide their names and professional certificate numbers or a reference to the professional register. The tender must comply with the procurement documents, be unconditional, and, where necessary, include evidence of equivalence and the required price offer/work quantity schedule.
