Compliance requirements

The machine-readable notice includes the standard exclusion grounds from the Estonian Public Procurement Act, especially convictions for participation in a criminal organisation and corruption. The bidder or its management/representation persons may be excluded if they have a final conviction within the last five years, or if the exclusion period in the judgment is still in force. Qualification criteria and exclusion grounds

The bidder must submit a technically compliant tender based on Annex 1, including unit prices and the total price for the lot. Annex 1 must be submitted in Excel format. The tender must state the exact product name, manufacturer, product code or reference number, descriptions of all sub-sections, and the actual parameters of the offered product. The offered products must comply with the product descriptions in Annex 1. The bidder must have the right to sell the offered products in Estonia. To prove this, the bidder must submit a document, or a copy of a document, showing the manufacturer’s authorisation or, if the manufacturer is not established in the European Union, the authorisation granted by the manufacturer’s authorised representative; in case of sub-delegation, the corresponding further authorisation documents must also be provided. The bidder must provide the manufacturer’s detailed technical description, user manuals, and other Estonian- or English-language materials proving compliance with the required characteristics. Prices must be given in euros with two decimal places and must include all delivery, unloading and training costs. If needed, training must be provided in Estonian at the locations specified by the contracting authority.
