Compliance requirements

The tender documents include the standard exclusion grounds under Estonian procurement law, including participation in a criminal organisation and corruption. The bidder must answer the mandatory self-declaration questions and, where applicable, may provide evidence of self-cleaning. Qualification criteria and exclusion grounds

The bidder must have practical sales experience with the products offered in this tender. For the last 3 years before the publication of the contract notice, the bidder must have sold each offered product in a quantity of at least one third of the planned quantity for the framework agreement period set out in Annex 1. To prove this, the bidder must submit a list of completed sales contracts or transactions with contract dates, values, the other party’s details, the exact product names and the quantities sold. The bidder’s company must employ, or otherwise engage under contract, a product representative who has been trained by the manufacturer or has completed training for the products covered by the tender. On the contracting authority’s request, copies of certificates or a written confirmation from the manufacturer must be provided. The bid must comply with the technical specifications in Annex 1. The bidder must provide the exact product name, manufacturer, product code or reference number, description of all subcomponents and the actual parameters. The bid must be submitted by lots, with prices in euros to two decimal places. Prices must include delivery, unloading and the required training at the Tartu or Põlva locations. The bidder must have the right to represent and sell the offered products in Estonia and must provide a document from the manufacturer or its authorised representative. The offered products must be accompanied by the manufacturer’s detailed technical description, user instructions and other Estonian- or English-language materials proving compliance.
