Compliance requirements
The tender documents include the standard exclusion grounds under Estonian procurement law, including participation in a criminal organisation and corruption. The bidder must answer the mandatory self-declaration questions and, where applicable, may provide evidence of self-cleaning. The notice also requires confirmation that no subcontractors or suppliers exceeding 10% of the contract value are Russian persons or entities, or controlled by them, and that the offered goods are not subject to international sanctions and do not originate from sanctioned areas. The exact exclusion grounds and confirmations must be checked in the official tender documents.
