Compliance requirements

The tender documents include the standard exclusion grounds. The bidder must confirm that neither the bidder nor its management, supervisory or representative persons have been finally convicted in the last five years for participation in a criminal organisation, corruption, money laundering or terrorist financing, child labour or other forms of human trafficking, fraud, or terrorist offences, and that any exclusion period has expired. If an exclusion ground exists, the bidder may, where allowed, provide evidence of self-cleaning and restored reliability. Qualification criteria and exclusion grounds

The bidder must have completed at least one significant works contract within the 60 months before the start of the procurement. Acceptable references are: 1) full construction or reconstruction of at least 30 km of drainage ditches in a land improvement system; 2) full renewal or maintenance of at least 60 km of drainage ditches in a land improvement system, including brush cutting or mowing on ditch banks, watercourses and sediment basins, and removal of vegetation, flow obstructions and sediments; or 3) construction of at least 30 earth dams during bog or mire water regime restoration works to block water flow and prevent soil erosion. If the bidder relies on the capacities of another company, the details and consent of that company must also be submitted. In the ESPD, the bidder must provide the description of the works, total amount, currency, area of responsibility, contract amount, period and, where applicable, the public procurement reference number.
