Compliance requirements
The machine-readable notice did not include precise exclusion grounds; they must be checked in the official tender documents. The compliance section also requires the bidder to state whether the offer contains business secrets, to confirm that the offer is unconditional and complies with the tender documents, to confirm equivalence where relevant, and to confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned areas.
Qualification criteria and exclusion grounds
The bidder must have annual net turnover in the construction sector of at least EUR 5,000,000 in each of the three financial years preceding the tender. The bidder must have completed at least two monolithic concrete silo structures as a main contractor within the last 36 months; at least one of them must have a wall height of 3.5 metres or more and a minimum two-bay layout. The bidder must have designed at least two monolithic concrete silo structures within the last 60 months; at least one silo must have had a wall height of 3.5 metres or more and a capacity of at least 2 bays. The project manager must hold a valid certified civil engineer level 7 qualification, or an equivalent professional qualification, and have experience managing the construction of at least two monolithic concrete silo structures within the last 36 months. The site manager must hold a valid certified civil engineer level 6 qualification, or an equivalent professional qualification, and have experience managing the construction of at least two monolithic concrete silo structures within the last 36 months, with at least one silo having a wall height of 3.5 metres or more. The design project manager must hold a valid certified civil engineer level 7 qualification, or an equivalent professional qualification, and have experience designing the structures of at least two monolithic concrete silo structures within the last 36 months. For the design of the special parts, a water and sewerage engineer with level 6 or an equivalent professional qualification must be involved. The bidder must have a valid environmental management system applied in the construction sector that meets at least the requirements of EVS-EN ISO 14001 or an equivalent standard.
