Plastic buoys

The bidder must confirm that neither it nor the members of its management, governing or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud or any other exclusion ground listed in the tender documents. If necessary, evidence of self-cleaning measures must be provided. The bidder must also confirm that its place of establishment is not in the Russian Federation or the Republic of Belarus and that it does not use prohibited Russia-linked subcontractors or suppliers for more than 10% of the contract value. The bidder must also confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned areas.

The bidder must have properly performed at least 1 contract or contracts in the last 36 months for the sale of plastic buoys suitable for use in ice conditions in marine areas, with a total value of at least EUR 150,000 excluding VAT. Contract details, including value, dates and the other contracting party, must be provided; if the contract was awarded under this procurement, the reference number must be stated. The bidder must operate a quality management system based on ISO 9001:2015 or an equivalent standard within the certification scope of navigation marking production and provide an independent body’s certificate. The bidder must also operate an environmental management system based on ISO 14001:2015 or an equivalent standard within the same certification scope and provide an independent body’s certificate. The tender must comply with the technical specification and include the manufacturer’s name and the registered address in the country of establishment, as well as detailed technical data for the buoys, including materials and technology. If it is a joint tender, a power of attorney from the joint bidders must be attached. The machine-readable notice did not include any other precise qualification or compliance requirements; these must be checked in the tender documents.
