Compliance requirements
The bidder must confirm the usual exclusion grounds, including that its management or persons with representation rights have not been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud and the other offences listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not show all exclusion grounds in full; the remaining grounds must be checked in the procurement documents.
Qualification criteria and exclusion grounds
The bidder must have completed at least one consultancy services contract in the 36 months before the start of the procurement. The contract does not have to be finished, but consultancy services must have been provided under it. The bidder must submit the contract name, a short description, the client’s contact details, and the start and end dates. A bid may be submitted for all four lots. Under the compliance requirements, the bidder must confirm that it will not use subcontractors or suppliers for more than 10% of the contract value if they are citizens, residents or entities established in the Russian Federation, or if they are more than 50% owned or controlled by such persons or act on their instructions. In a joint bid, an authorised representative must be appointed and a power of attorney from the joint bidders must be attached. The bidder must also confirm that the bid complies with the tender documents. If the exact requirements are not fully set out in the machine-readable notice, they must be checked in the procurement documents.
