Compliance requirements
The tender documents include the standard exclusion grounds. The bidder must confirm that none of the mandatory exclusion grounds apply, including participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, child labour and other forms of trafficking in human beings, and other grounds listed in the procurement documents. If an exclusion ground applies, the bidder may be asked to provide evidence of self-cleaning where allowed by law or by the tender documents.
Qualification criteria and exclusion grounds
The bidder must submit at least two properly performed construction or reconstruction contracts completed within the 60 months before the start of the procurement. Each reference must concern the construction or reconstruction of a building or part of a building with a closed net floor area of at least 500 m² and must include general construction works. If the bidder relies on the capacities of another entity, the details of that entity and its consent must also be provided, and the contracting authority may request confirmations from the client that the works were completed properly.
