Compliance requirements
The bidder must not be subject to the mandatory exclusion grounds: conviction for participation in a criminal organisation, breach of integrity obligations, corruption, fraud, a terrorist offence, money laundering or terrorist financing; conviction for enabling illegal employment or violating the conditions of employment of a foreign national; conviction for illegal use of child labour or human trafficking; tax, fee, environmental charge or social security contribution arrears; or a breach of an international sanction or a sanction of the Government of the Republic. The bidder must confirm that none of these exclusion grounds apply.
Qualification criteria and exclusion grounds
The bidder must have at least one designer who, during the 36 months before the start of the procurement, has delivered at least 5 construction designs that were submitted on time, accepted and free of significant technical defects. In connection with those projects, the land use for the designed utility network must have been regularised on at least two different cadastral units. Proof must be provided using the properly completed designer reference form, Form 2. As compliance requirements, the bid must include the completed unit price table, confirmation that the bid complies with the procurement documents and, where relevant, evidence of equivalence, the names of the contract signatories and the contact person, confirmation of the standard payment term choice, confirmation of EPP use, and, if applicable, the names and countries of personal data sub-processors. In the case of a joint bid, an authorised representative must be appointed and a joint bidder power of attorney must be attached.
