Compliance requirements
The bidder must not be subject to the mandatory exclusion grounds: participation in a criminal organisation, breach of integrity obligations, corruption, fraud, terrorist offences or incitement/complicity/attempts thereof, money laundering or terrorist financing; enabling work for an alien staying in the country illegally or violating the conditions for employing an alien in Estonia, including paying less than the statutory minimum wage; illegal use of child labour or human trafficking; tax, duty or environmental charge arrears, or tax/social security contribution arrears under the law of the bidder’s country of establishment; and sanctions breaches where entering into the contract would violate an international sanction or a sanction of the Government of the Republic. The bidder must confirm that none of these exclusion grounds apply.
Qualification criteria and exclusion grounds
The bidder must have at least one designer who, during the 36 months preceding the start of the procurement, has delivered to the client at least 5 construction projects submitted on time and accepted without significant technical defects, and within which the land use for the designed utility network was regularised on at least two different cadastral units. A properly completed designer reference form (Form 2) must be submitted. In addition, the bid must include the completed price table with all unit prices, confirmation of compliance and, where necessary, evidence/explanations of equivalence, a power of attorney for a joint bid if applicable, the names of the contract signatory and contact person, confirmation of the standard payment term choice or use of the factoring programme, use of the EPP invoicing environment, and, where relevant, information on personal data subprocessors.
