Compliance requirements
The bidder must confirm that neither it nor the members of its management, administrative or supervisory bodies have been finally convicted in the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences or offences related to terrorist activity, money laundering or terrorist financing, child labour or other forms of human trafficking. The exclusion ground related to tax arrears must also be checked. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The exact exclusion grounds and any available evidence must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must have properly completed at least 1 road or street construction or repair contract in the last five years, with a scope of at least 6,000 m² and similar to the contract subject. To prove this, the bidder must provide a description of the work, total amount, period, client name and contact details, and any other data required by the contracting authority. The compliance conditions also require a joint bid power of attorney where applicable, confirmation that the bid complies with the tender documents, and submission of the bid price in the required structure. In addition, the bidder must hold an MTR economic activity notice for construction, subcategory road.
