Compliance requirements
The bidder must confirm that neither the bidder nor its management, administrative or supervisory body members, nor other authorised representatives, have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud and the other exclusion grounds listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures, if permitted. The bidder must also confirm information related to the payment of taxes and social security contributions and, where necessary, provide details of authorised persons.
Qualification criteria and exclusion grounds
The bidder must provide the project team composition and ensure that at least a strategic environmental assessment lead expert, a planner and a project manager are included. The lead expert must hold a valid environmental impact assessment licence, meet the conditions set out in section 34(4) of the Environmental Impact Assessment and Environmental Management System Act, have participated as a substantive expert in the preparation of at least three spatial plan strategic environmental assessments, and have experience in air pollution assessment. The CV must be signed and include consent to being named as a project team member and to performing the contract. If the team members’ professional qualification data are not available from a public database, copies of the certificates must be attached. In the case of a joint tender, a joint bidders’ power of attorney must be submitted. The tender must comply with the procurement documents, and conditional tenders are not allowed.
