Participation requirements

Tender requirements are available in the official tender documents.

Compliance requirements

The bidder must confirm the usual exclusion grounds: participation in a criminal organisation, corruption, fraud and the other grounds listed in the ESPD. If any ground applies, the bidder may provide evidence of self-cleaning, where this is allowed. The machine-readable notice did not include precise exclusion grounds; they must be checked in the tender documents.

Qualification criteria and exclusion grounds

The bidder must submit a compliant tender in line with all tender document requirements. Conditional tenders are not allowed. The tender price must be provided in the prescribed structure. For each lot, a properly completed tender form must be submitted and all products listed on that lot’s form must be offered. In the case of a joint tender, a power of attorney from the joint bidders must be attached. The diagnostic reagents must have at least 6 months of shelf life on delivery, and delivery must be made within 14 calendar days at the latest. The bidder must have the right to sell the offered manufacturer’s diagnostic reagents in Estonia and must provide supporting evidence. The tender must also confirm that the goods are not subject to international sanctions and do not originate from sanctioned areas. The machine-readable notice did not provide any additional precise selection or compliance requirements; these must be checked in the tender documents.
