Compliance requirements
The bidder must confirm that neither it nor its management, administrative or supervisory body members, procurators or other persons with authority to represent it have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences or offences related to terrorist activities, money laundering or terrorist financing, or any other exclusion grounds listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not include precise exclusion grounds; these must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bid price must be submitted in the required structure on the worksheet titled ‘Award criteria and evaluated indicators’. The bid must comply with the technical specification, and the bidder must attach files or other evidence that allow the contracting authority to verify compliance with all technical specification requirements. A simple declaration is not sufficient. The bidder must also confirm that the bid is submitted in the required structure and identify business secrets only within the permitted scope.
