Compliance requirements
The bidder must confirm that neither the bidder nor members of its management, administrative or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, terrorism, money laundering, child labour, human trafficking, or any other exclusion grounds listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The bidder must also confirm tax and social security payment information where required by the tender documents. The machine-readable notice did not set out all exclusion grounds in full; they must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bid must comply with the technical specification, and conditional bids are not allowed. The bidder must submit Annex I, the technical specification/tender form, and Annex II, the tender price form, and complete all blank fields in the technical specification. All offered products must bear the CE marking and comply with Directive 93/42/EEC or Regulation (EU) 2017/745 (MDR). The bid must include manufacturer documentation such as certificates of conformity, product catalogues, information materials, and user and maintenance manuals to prove compliance. If the bid is submitted jointly, a power of attorney from the joint bidders must be attached. The bidder must also provide contact details for the signatory and the contract-performance contact person: name, job title, telephone number and email address. The machine-readable notice did not include precise qualification or suitability criteria; they must be checked in the tender documents.
